Cindy Bonfini-Hotlosz is a globally recognized strategist in higher education transformation, specializing in AI-enabled learning, digital innovation, and large-scale academic capacity building. She works with universities, ministries, and international foundations to design forward-looking learning ecosystems that integrate emerging technologies with human-centered pedagogy.
Over the past three decades, Cindy has led technology-enabled education initiatives in 28 countries across Africa, the Middle East, and Asia, including Chad, Kenya, Malawi, Jordan, Iraq, Afghanistan, and Sri Lanka. Her work focuses on expanding access to high-quality higher education for underserved and displaced populations while helping institutions build sustainable digital learning infrastructures.
Cindy serves as a strategic implementation partner to the Abdulla Al Ghurair Foundation, supporting the University Quality Consortium for Online Learning (UCQOL) in collaboration with the UAE Ministry of Education and leading universities across the Emirates. Her work focuses on advancing quality standards, AI-informed teaching practices, and innovative online learning models across the UAE higher education sector.
Earlier in her career, Cindy held executive roles with Jesuit Worldwide Learning and JesuitNET, where she designed global ICT strategies and helped launch international online learning initiatives serving students in refugee and low-access regions. She also served as the first Director of Distance Learning for NASA’s Commercialization Division, pioneering technology-enabled workforce education programs.
In addition to her strategic work with universities and ministries, Cindy has taught graduate and undergraduate courses in technology, communication, and higher education innovation. She has served on the faculty of Georgetown University, Gonzaga University, Loyola Marymount University, Temple University, and San Francisco State University, bringing her practical experience in digital transformation and instructional design directly into the classroom.
Cindy’s work focuses on helping institutions adopt AI-enabled teaching, faculty innovation frameworks, and scalable academic models that improve learning outcomes while aligning with institutional mission and long-term impact.
